 Description:  Requirements exist in Illinois and federal regulations1 to identify potable water wells in relation to cleanup sites to ensure that water supply wells are protected by proposed cleanup remedies. Because of concerns about known inaccuracies in certain databases and instances with inadequate documentation, a more thorough approach is needed for surveys of potable water supply wells. The enhanced techniques described in this fact sheet will apply across all remedial programs and RCRA Permits in Illinois EPAs Bureau of Land. While some additional research and reporting may be required, this approach should not prove overly burdensome to the regulated community, and it will provide the level of detail necessary to make informed decisions to protect well users.

 Description:  In June 2009, Illinois EPA mailed public notices to all Sauk Village Water Supply users regarding vinyl chloride contamination in groundwater that is affecting the community water supply. In the water drawn from Well Number 3, the concentration of vinyl chloride in 2009 [at 3.49 micrograms per liter (ug/L)] violated the federal maximum contaminant level of 2 ug/L allowed for a public water supply. Well Number 3 was taken out of service in 2009 and has not been part of the system since then because of the vinyl chloride contamination. This fact sheet also provides a QandA format to address concerns.

 Description:  In 1996, routine water sampling by the Illinois Department of Public Health (IDPH) identified groundwater contamination in several semi-private and non-community public water supply wells in Batavia, Illinois. Subsequent extensive investigation by the Illinois EPA and IDPH has defined the area where groundwater contamination with Vinyl Chloride and other volatile organic contaminants (VOCs) has been detected. The surface area overlying the contaminated groundwater is roughly bounded by the Fox River on the West, Laurel Street on the North, Illinois Route 25 on the East and Bond Drive on the South and has been designated the Batavia Groundwater Contamination Site (Site).

 Description:  As previously reported in Fact Sheet #2, routine water sampling by the Illinois Department of Public Health (IDPH) identified groundwater contamination in several semi-private and non-community public water supply wells in Batavia, Illinois. Subsequent, extensive investigation by the Illinois EPA and IDPH has defined the area where groundwater contaminated with Vinyl Chloride and other volatile organic contaminants (VOCs) has been detected. The surface area overlying the contaminated groundwater is roughly bounded by the Fox River on the West, Laurel Street on the North, Illinois Route 25 on the East and Bond Drive on the South and is known as the Batavia Groundwater Contamination Site (Site).

The site had a history of not complying with the state landfill rules in the 1980s. The landfill also exceeded its permitted waste disposal limits, by the time that operations stopped in 1991. The owner failed to comply with an August 1994 court order requiring proper cover to be installed and maintained. Visible leachate seeps (leachate is water that has traveled through the landfill and contacts waste material) and exposed refuse were observed along the bank of the Sangamon River.
